Huh.. i didnt think it was that at all. I just know that 18/00 was the best strength you could available only to warriors i think. There was a big line between 18 n 19 str n having a high percentile at the end gave you big hit j dmg bonuses. Being All 18/00 seems like its an old school dnd way of saying youre at or just above tue maximum peak of human or demihuman stat perfection
