I LOVE legendary action in 5e.
Don’t worry or misunderstand though, just because a creature possesses legendary actions, it does not always mean that creature is high-level, epic, etc.

Creatures with Legendary and Lair Actions will FUCK a Party up though! They are a powerful mix of brutality.

AFAIK, Lair Actions happen on initiaive count 20. Burg got 19, so it would have happened already. They could still happen, though, at the start of the next round.
Since this is likely one of the major encounters in the whole dungeon, it would seem reasonable to have Lair actions as well … especially since it was woken up by someone ending up in the cage. If I understand them correctly, lair and legendary actions exist to even out the action economy imbalances that exist in an encounter between a solo monster versus a party of adventurers. (Also adds cool flavor and potential more tactics to the fight.)
Pretty much. There’s also other reasons for them, for instance a consistent Legendary Action is Legendary Resistance (if the boss fails a saving throw, it may spend a Legendary Action to succeed instead), which exists primarily to prevent something like a Monk’s Quivering Palm from trivializing a major encounter.
If I recall correctly, legendary resistance doesn’t use up a legendary action instead it can just be used three times a day
Oh man, the first panel bubbles remind me of my irl group. The DM will say something, and while a bunch of the little tabletop babies go “Uh-oh, what’s that?” I and the other veteran at the table look at each other and clench.

there’s actually quite a few creatures that have “legendary” actions that are really low-tier. just gotta watch out for em.
some ppl house rule that the DM has to roll to see if they regain the legendary actions cause just getting them back is KINDA op
I feel a need to give a bunch of Kobolds some legendary actions…
You should check out the Kobold Hero homebrew monster from /r/monsteraday! I’ve faced them as a player and they are satisfyingly annoying but balanced.
