I am guessing the City is like some of Pathfinder’s with Evil Alignment being common under normal circumstances.
Asking for assasination is a king thing. Not a good/evil thing.
True but if the world has even an inkling of Alignment then the King should choose the right people for the job. In a Shadowrun Campaign you wouldn’t send a team of known ‘hooders to perform a run against a small business by the mafia.

Karthun seems like a pretty bleak world/setting, to be honest. maybe it’s just the kind of hard call a king has to make?
